The CLEC project involves an exploration of the electronic communications between central government departments and local government. The aim of the first phase of the project is to give and overview of some of the challenges of e-communications viewed from both sides. This is being carried out through a series of case studies in central and local government contexts cutting across a broad sample themes and examples of e-communication.

The first phase of the project was completed in January 2005.
