The Low Carbon Framework Beacon Programme represents an important opportunity to pilot a range of place based approaches developed through co production between local authorities and communities in order to inform with the aim of learning from local initiatives about approaches to reducing carbon.  In addition the Beacon programme will test in particular a range of approaches to stimulating and supporting the strategy making and target setting processes around CO2.
