Staff Profile
Conall is a Senior Lecturer in Law and the Degree Programme Director for Postgraduate Taught Programmes at Newcastle Law School. Originally from Belfast, he has lived in the north-east of England since 2005. Prior to joining Newcastle, Conall was a Senior Lecturer in Law at Northumbria University.
His teaching and research interests lie broadly within the fields of international law and constitutional law, with a focus on human rights and judicial studies, often analysing the intersection between the two. He is the Convenor of the Newcastle Forum for Human Rights and Social Justice and co-convenor the Society of Legal Scholars human rights stream. He has written for The Conversation, Prospect Magazine, the UK Constitutional Law Blog and UK human rights blog.
Conall’s research relates to the way in which rights are communicated, debated, and interpreted. This work has predominantly focused on where rights apply with Conall publishing on the extraterritorial application of human rights law; the application of human rights during conflict and the extension of obligations to nationals in distress abroad. His work has also engaged with state representations, arguments and diplomacy concerning human rights.
More recently, his work has focused on issues relating to judicial interpretation and communication. In this respect he has written on both judicial discretion and the impulses at play in judicial decision-making. Alongside Dr Hélène Tyrrell, he is currently working on a project focusing on extra-judicial engagement.
In his work, Conall has submitted evidence to consultations launched by the Ministry of Defence, the Joint Committee on Human Rights and the Northern Ireland Affairs Committee. His monograph, ‘Human Rights Imperialists: The Extraterritorial Application of the European Convention on Human Rights’ (Hart, 2020) was shortlisted for the Peter Birks Prize for outstanding legal scholarship.
